Your voice, your choice: Knox County Council District 4

In Knox County, important decisions are made that directly impact your property and income taxes. We believe you deserve to know how your money is being spent. Explore the decisions made in District 4 and the choices you have for its future.

The current path: Richard Chattin's tenure

After the passing of Jim Beery in May 2019, Richard Chattin was appointed to represent District 4. During his term, he has served on numerous committees and made key decisions that have shaped our county's finances. He voted in favor of funding the jail and work release projects, committing citizens to generational debt until 2045. Additionally, he supported the largest income tax increase in a decade, raising it from 1.2% to 1.7%. He also served on the insurance committee, which recommended appropriating $500,000 to help reduce employee premium costs for family coverage; however, this money was not allocated during the budget process despite committee agreement. The council passed the budget 7-0. Over the past seven years, he has consistently voted in favor of a property tax budget that has increased by a million dollars annually. His stance favors continued spending and building. We ask: is locking people up truly economic development?
